A BILL TO BE ENTITLED
 
AN ACT
  relating to identification documents for title and vehicle
  registration applications.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 501.023, Transportation Code, is amended
  by adding Subsection (a-1) to read as follows:
         (a-1)  For purposes of Subsection (a), identification
  includes a passport, a consular identity document, or a national
  identity document that complies with federal law.
         SECTION 2.  Section 502.043(d), Transportation Code, is
  amended to read as follows:
         (d)  The department may require an applicant for
  registration to provide current personal identification as
  determined by department rule.  The rule must allow for the use of a
  passport, a consular identity document, or a national identity
  document that complies with federal law as an acceptable form of
  identification.  Any identification number required by the
  department under this subsection may be entered into the
  department's electronic titling system but may not be printed on
  the title.
         SECTION 3.  This Act takes effect September 1, 2013.
