A BILL TO BE ENTITLED
 
AN ACT
  relating to the distribution, sale, or offer for sale of a
  mislabeled abusable synthetic substance through the Internet.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 484.001(2), Health and Safety Code, is
  amended to read as follows:
               (2)  "Business" includes trade and commerce and
  advertising, selling, and buying service or property and the use of
  the Internet to perform these activities.
         SECTION 2.  (a) The change in law made by this Act to Section
  484.001(2), Health and Safety Code, applies only to conduct
  constituting an offense or forming the basis for a civil cause of
  action that accrues on or after the effective date of this Act.
         (b)  For purposes of this section, an offense was committed
  before the effective date of this Act if any element of the offense
  occurred before that date.
         SECTION 3.  This Act takes effect September 1, 2017.
