A BILL TO BE ENTITLED
 
AN ACT
  relating to studies and reports on immunization exemptions.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 38, Education Code, is
  amended by adding Section 38.0028 to read as follows:
         Sec. 38.0028.  IMMUNIZATION EXEMPTIONS AND VACCINE
  PREVENTABLE DISEASE OUTBREAKS; REPORTING. (a)  The Department of
  State Health Services, using the required annual report submitted
  by all schools under Section 38.002(c) and any other relevant
  resources, shall create a biennial report on vaccination exemptions
  and any outbreaks of vaccine preventable diseases.
         (b)  The department shall make the report described by
  Subsection (a) available on the department's Internet website not
  later than December 1 of each even-numbered year.
         SECTION 2.  The Department of State Health Services shall
  post the initial report required by Section 38.0028, Education
  Code, as added by this Act, not later than December 1, 2016.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
