A BILL TO BE ENTITLED
AN ACT
relating to the filing of a complaint with the Railroad Commission
of Texas.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter C, Chapter 81, Natural Resources
Code, is amended by adding Section 81.0593 to read as follows:
Sec. 81.0593. COMPLAINT FILING ASSISTANCE. The commission
shall establish:
(1) a method by which a person may submit a written
complaint to the commission:
(A) through e-mail in a manner that allows the
commission to provide follow-up assistance in identifying and
obtaining information necessary for the commission to begin
investigating the complaint; or
(B) through a user-friendly format provided on
the commission's Internet website that helps users identify the
information necessary for the commission to begin investigating the
complaint; and
(2) a toll-free telephone number through which a
person may obtain assistance in filing a written complaint with the
commission.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2015.
