A BILL TO BE ENTITLED
 
AN ACT
  relating to a requirement to report certain multiple semiautomatic
  rifle sales and other transfers to the county sheriff.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Title 6, Business & Commerce Code, is amended by
  adding Chapter 205 to read as follows:
         CHAPTER 205. REPORTS OF CERTAIN MULTIPLE FIREARM TRANSFERS
         Sec. 205.001.  DEFINITION. In this chapter, "licensed
  firearms dealer" means a person who is licensed as a firearms dealer
  under 18 U.S.C. Section 923.
         Sec. 205.002.  APPLICABILITY. This chapter applies only to
  a semiautomatic rifle that:
               (1)  is capable of accepting a detachable magazine; and
               (2)  has a caliber greater than .22.
         Sec. 205.003.  REPORT. A licensed firearms dealer who, on a
  single occasion or during a period of five consecutive business
  days, sells or otherwise transfers two or more semiautomatic rifles
  described by Section 205.002 to the same person, other than a
  licensed firearms dealer, promptly shall report each of the
  transfers made to that person to the sheriff of each county in which
  those transfers occurred.
         SECTION 2.  The change in law made by this Act applies only
  to the sale or other transfer of a firearm that occurs on or after
  the effective date of this Act. A sale or other transfer of a
  firearm that occurs before the effective date of this Act is
  governed by the law in effect immediately before the effective date
  of this Act, and that law is continued in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2023.
