A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Department of Agriculture of the transfer
  of water from the Mississippi River.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a) In this section, "department" means the
  Department of Agriculture.
         (b)  The department shall conduct a study of the feasibility
  of and the costs and benefits associated with the transfer of water
  from the Mississippi River to this state by an underground aqueduct
  or covered canal.
         (c)  In conducting the study, the department shall consult
  with the Texas Commission on Environmental Quality, the Texas Water
  Development Board, the United States Army Corps of Engineers, and
  the appropriate governmental agencies of any state that would be
  affected by the transfer.
         (d)  The department may accept grants or private donations
  for the purposes of conducting the study under this section.
         (e)  Not later than January 1, 2019, the department shall
  submit to the legislature a report containing the findings of the
  study conducted under this section.
         SECTION 2.  This Act expires January 2, 2019.
         SECTION 3.  This Act takes effect September 1, 2017.
