A BILL TO BE ENTITLED
 
AN ACT
  relating to prohibiting the use of money in the Texas economic
  development fund or the Texas Enterprise Fund to finance a facility
  or establishment at which gambling is to be conducted.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 12.0272, Agriculture Code, is amended by
  adding Subsection (d) to read as follows:
         (d)  Money in the Texas economic development fund may not be
  used to finance a facility or establishment at which gambling is to
  be conducted, including bingo and wagering on greyhound or horse
  racing.
         SECTION 2.  Section 481.078, Government Code, is amended by
  adding Subsection (e-2) to read as follows:
         (e-2)  The governor may not award a grant to an entity to
  finance a facility or establishment at which gambling is to be
  conducted, including bingo and wagering on greyhound or horse
  racing.
         SECTION 3.  Section 481.078(e-2), Government Code, as added
  by this Act, applies only to a grant awarded on or after the
  effective date of this Act.  A grant awarded before the effective
  date of this Act is governed by the law in effect on the date the
  grant was awarded, and the former law is continued in effect for
  that purpose.
         SECTION 4.  This Act takes effect September 1, 2017.
