| relating to a study and report on early childhood education. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Subchapter E, Chapter 29, Education Code, is | ||
| amended by adding Section 29.1581 to read as follows: | ||
| Sec. 29.1581. STUDY AND REPORT ON EARLY CHILDHOOD | ||
| EDUCATION. (a) The agency, in collaboration with the Texas | ||
| Workforce Commission and the Department of Family and Protective | ||
| Services, shall conduct a study and compile a report on | ||
| public-private partnerships regarding early childhood education. | ||
| (b) The study must identify: | ||
| (1) methods to streamline the process under which a | ||
| public-private partnership for early childhood education is | ||
| established; | ||
| (2) current areas of coordination between state | ||
| agencies that perform or provide services for children, including | ||
| areas in which either organizational silos or collaboration exist; | ||
| and | ||
| (3) the sources and uses of early childhood education | ||
| funding. | ||
| (c) Not later than December 1, 2016, the agency shall report | ||
| the agency's findings and recommendations to the governor, the | ||
| lieutenant governor, the speaker of the house of representatives, | ||
| and the standing legislative committees with primary jurisdiction | ||
| over public education. The agency shall include in its report: | ||
| (1) a description of services provided by each state | ||
| agency related to early childhood education, including the | ||
| following for each service: | ||
| (A) funding mechanisms; and | ||
| (B) tools for monitoring and tracking | ||
| utilization, outcomes, and program effectiveness; | ||
| (2) recommended efforts to streamline the process | ||
| under which a public-private partnership for early childhood | ||
| education is established; and | ||
| (3) recommended new programs of early childhood | ||
| education or enhancements to existing programs. | ||
| (d) This section expires September 1, 2017. | ||
| SECTION 2. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2015. | ||
