AN ACT
  relating to the composition of the board of directors of the Texas
  Windstorm Insurance Association.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Sections 2210.102(b), (c-1), and (d), Insurance
  Code, are amended to read as follows:
         (b)  Three members must be:
               (1)  representatives of the insurance industry who
  actively write or sell [and renew] windstorm and hail insurance in
  the first tier coastal counties; and
               (2)  residents of this state.
         (c-1)  At least one [One] of the members appointed under
  Subsection (c) must be a property and casualty agent who is licensed
  under this code, is actively offering or selling Texas windstorm
  and hail insurance policies under this chapter, and is not a captive
  agent.
         (d)  Three members must reside in an area of this state that
  is located outside a catastrophe area [more than 100 miles from the
  Texas coastline].
         SECTION 2.  This Act takes effect September 1, 2025.
