A BILL TO BE ENTITLED
 
AN ACT
  relating to the required completion date of a report concerning an
  initial evaluation of a student for purposes of special education
  services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subsection (a), Section 29.004, Education Code,
  is amended to read as follows:
         (a)  A written report of a full individual and initial
  evaluation of a student for purposes of special education services
  shall be completed not later than the 60th school [calendar] day
  following the date on which the school district, in accordance with
  20 U.S.C. Section 1414(a), as amended, receives written consent for
  the evaluation, signed by the student's parent or legal guardian.
         SECTION 2.  This Act applies beginning with the 2013-2014
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
