A BILL TO BE ENTITLED
 
AN ACT
  relating to recall elections for members of the governing body of a
  home-rule municipality who are elected from single-member
  districts.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 26, Local Government Code,
  is amended by adding Section 26.048 to read as follows:
         Sec. 26.048.  RECALL ELECTIONS IN SINGLE-MEMBER DISTRICTS.  
  (a)  This section applies to a municipality that has a single-member
  district form of representation for the governing body of the
  municipality.
         (b)  A municipality may not adopt or enforce an ordinance or
  charter provision authorizing an election by the municipality at
  large for the recall of a member of the municipality's governing
  body who was elected from a single-member district. Only voters of a
  single-member district may vote in an election to recall a member
  of the governing body who was elected from the district.
         SECTION 2.  This Act takes effect September 1, 2021.
