A BILL TO BE ENTITLED
 
AN ACT
  relating to the transportation or storage of a firearm or
  ammunition by a handgun license holder in a private school parking
  area.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 37.0815(a), Education Code, is amended
  to read as follows:
         (a)  A school district, [or] open-enrollment charter school,
  or private school, including a parochial school, may not prohibit a
  person, including a school employee, who holds a license to carry a
  handgun under Subchapter H, Chapter 411, Government Code, from
  transporting or storing a handgun or other firearm or ammunition in
  a locked, privately owned or leased motor vehicle in a parking lot,
  parking garage, or other parking area provided by the district,
  [or] charter school, or private school, provided that the handgun,
  firearm, or ammunition is not in plain view.
         SECTION 2.  This Act applies beginning with the 2019-2020
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2019.
