A BILL TO BE ENTITLED
 
AN ACT
  relating to employment restrictions for certain former county or
  municipal officers and employees.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 171, Local Government Code, is amended
  by adding Section 171.008 to read as follows:
         Sec. 171.008.  EMPLOYMENT FOR CERTAIN FORMER COUNTY OR
  MUNICIPAL OFFICERS AND EMPLOYEES RESTRICTED. (a) Except as
  provided by Subsection (b), a former county or municipal officer or
  employee who during the period of county or municipal service or
  employment participated on behalf of the county or municipality in
  a contract negotiation or procurement involving a person may not
  accept employment from that person before the second anniversary of
  the date the contract is signed or the procurement is terminated or
  withdrawn.
         (b)  The governing body of a county or municipality may, on
  an individual basis, waive the applicability of the prohibition
  under Subsection (a) for a former county or municipal officer or
  employee who submits to the governing body an application for a
  waiver from the prohibition in the form and manner the governing
  body requires.
         SECTION 2.  Section 171.008, Local Government Code, as added
  by this Act, applies only to a county or municipal officer or
  employee whose service or employment with a county or municipality
  ceases on or after the effective date of this Act.
         SECTION 3.  This Act takes effect September 1, 2025.
