A BILL TO BE ENTITLED
 
AN ACT
  relating to the Texas Education Agency developing a strategic plan
  to increase enrollment in state prekindergarten programs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a)  The Texas Education Agency shall develop a
  strategic plan to encourage student enrollment in state
  prekindergarten programs. The plan must:
               (1)  provide that a state prekindergarten program is
  preferred to student enrollment in a federal Head Start program;
  and
               (2)  include strategies for outreach to the parents of
  eligible children to enroll in state prekindergarten programs.
         (b)  Not later than December 1, 2016, the Texas Education
  Agency shall deliver to the governor the strategic plan developed
  under Subsection (a) of this section.
         (c)  This section expires January 1, 2017.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
