A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring a living wage for those that do business with
  the state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 403, Government Code, is
  amended by adding Section 403.0307 to read as follows:
         Sec. 403.0306.  LIVING WAGE REQUIRED.  (a)  The comptroller
  by rule shall require each of the following entities to adopt a
  living wage policy:
               (1)  state agencies; 
               (2)  political subdivisions of this state; and 
               (3)  vendors and other contractors of a state agency.
         (b)  The living wage policy shall require an entity to pay to
  each employee not less than the greater of:
               (1)  $10.10 an hour; or 
               (2)  the federal minimum wage under Section 6, Fair
  Labor Standards Act of 1938 (29 U.S.C. Section 206).
