A BILL TO BE ENTITLED
AN ACT
relating to the issuance of a safety belt exemption placard.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter I, Chapter 545, Transportation Code,
is amended by adding Section 545.4131 to read as follows:
Sec. 545.4131. SAFETY BELT EXEMPTION PLACARD. (a) The Texas
Department of Motor Vehicles shall provide for the issuance of a
safety belt exemption placard to a person who should not wear a
safety belt for a medical reason.
(b) A safety belt exemption placard must be two-sided and
hooked.
(c) The Texas Department of Motor Vehicles shall adopt
rules:
(1) regarding the design and content of the safety
belt exemption placard;
(2) designating acceptable evidence that an applicant
for a safety belt exemption placard has a medical reason for not
wearing a safety belt; and
(3) regarding the issuance and expiration of the
safety belt exemption placard.
SECTION 2. This Act takes effect September 1, 2015.
