A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring post-placement review and reporting for
  child-placing agencies providing international adoption services.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 42.042, Human Resources Code, is amended
  by adding Subsection (h-2) to read as follows:
         (h-2)  The minimum standards for the regulation of
  child-placing agencies licensed by the commission that provide
  international adoption services must require that, for a child
  adopted in a foreign country, the child-placing agency:
               (1)  conduct a post-placement review; and
               (2)  prepare at least two post-placement adoptive
  reports.
         SECTION 2.  This Act takes effect September 1, 2019.
