A BILL TO BE ENTITLED
 
AN ACT
  relating to training of peace officers employed by the Department
  of Public Safety concerning the enforcement of federal immigration
  laws.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 411, Government Code, is
  amended by adding Section 411.00961 to read as follows:
         Sec. 411.00961.  MEMORANDUM OF UNDERSTANDING WITH UNITED
  STATES DEPARTMENT OF HOMELAND SECURITY; TRAINING.  (a)  The
  department shall require that each peace officer employed by the
  department be trained in accordance with a memorandum of
  understanding between this state and the United States Department
  of Homeland Security concerning the law enforcement officer's role
  in enforcing federal immigration laws, in accordance with 8 U.S.C.
  Section 1357(g).
         (b)  The director has authority to negotiate the terms of the
  memorandum described by Subsection (a).
         (c)  A memorandum described by Subsection (a) must be signed
  by the director and by the governor.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
