| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 51.9715, Education Code, is amended by | ||
| adding Subsections (c), (d), and (e) to read as follows: | ||
| (c) A postsecondary educational institution may not refuse | ||
| to issue a transcript to a current or former student based solely on | ||
| the student's default on a student loan administered by the | ||
| coordinating board. | ||
| (d) If a postsecondary educational institution charges a | ||
| fee in connection with the issuance of a transcript under this | ||
| section, the amount of the fee must be the same for each student | ||
| regardless of whether the student is in default on a student loan | ||
| administered by the coordinating board. | ||
| (e) In this section: | ||
| (1) "Coordinating board" means the Texas Higher | ||
| Education Coordinating Board. | ||
| (2) "Postsecondary educational institution" includes | ||
| an institution of higher education and a private or independent | ||
| institution of higher education as those terms are defined by | ||
| Section 61.003. | ||
| SECTION 2. This Act takes effect September 1, 2025. | ||
