No significant fiscal implication to the State is anticipated.
The bill would transfer certain powers and duties related to state employee leave under Chapter 661, Government Code from the State Auditor's Office to the Comptroller of Public Accounts. It would also direct the Comptroller to adopt guidelines and rules, enter a memorandum of understanding with the State Auditor's Office, and transfer records by September 10, 2023.
The State Auditor's Office estimates their costs to perform these functions to be minimal. The comptroller estimates costs to implement these new functions would also be minimal.
Local Government Impact
No fiscal implication to units of local government is anticipated.
