Bill Title: Relating to the composition of the districts for the election of members of the United States House of Representatives from the State of Texas.

Amend CSHB 4 (house committee report) as follows:

(1)  On page 2, between lines 18 and 19, insert the following:

SECTION 5.  No provision of this Act shall take effect until a federal district court issues an order determining that the changes in law made by this Act:

(1)  have neither the purpose nor will have the effect of denying or abridging the right to vote on account of race or color; and

(2)  comply with the requirements of federal law.

(2)  On page 2, line 19, strike "This" and substitute "Subject to Section 5 of this article, this".

(3)  Renumber the SECTIONS of the bill as appropriate.
