Amend CSHB 4 (house committee report) on page 2, between lines 6 and 7, by inserting the following appropriately numbered SECTION to Article III of this Act and renumbering subsequent SECTIONS and cross-references to those SECTIONS accordingly:

SECTION ____.  It is the intention of the Texas Legislature that the districts described by Article II of this Act comply with Section 2 of the federal Voting Rights Act of 1965 (52 U.S.C. Section 10301 et seq.), which prohibits discrimination against voters on the basis of race, stating: "[n]o voting qualification or prerequisite to voting or standard, practice, or procedure shall be imposed or applied by any State or political subdivision in a manner which results in a denial or abridgement of the right of any citizen of the United States to vote on account of race or color."
