Bill Title: As introduced, prohibits annexing municipalities from providing garbage collection services to newly annexed territories for five years from date of annexation unless collectors who served territory prior to annexation are contracted with for such services or are otherwise compensated. - Amends TCA Title 6, Chapter 51 and Title 7, Chapter 3.
