Bill Title: As introduced, authorizes certain contractors to report a nonpayment grievance to the department of economic and community development; requires certain state-funded business enterprises to file monthly reports concerning nonpayment grievances; under certain circumstances, requires the department to withhold a portion of state funds available to such enterprises if they receive a certain number of grievances. - Amends TCA Title 4, Chapter 3, Part 7 and Title 66, Chapter 34.
