Bill Title: As introduced, authorizes Memphis to select vendors to administer emissions testing for motor vehicles in the city; vendors must be approved by the local health department; a contract for such service may not exceed 36 months and may be renewed only after determining the vendor is operating within standards prescribed by the health department. - Amends TCA Title 55, Chapter 4, Part 1 and Title 68, Chapter 201.
