Bill Title: As enacted, establishes TWRA as the exclusive agency to participate in the mining or recovery of lead deposited as the result of the discharge of a firearm at shooting ranges on certain state property; state's share of any profits from such reclamation to be earmarked for scholastic clay target programs. - Amends TCA Title 4; Title 12 and Title 70.
