Bill Title: As enacted, changes the composition of the utility management review board by replacing one of the four seats that are held by experienced utility district managers with a consumer who is a Tennessee resident and who may have experience in residential development but is not engaged in utility district management or operation; revises other various provisions regarding the board. - Amends TCA Title 7, Chapter 82.
