Bill Title: As enacted, requires, in certain circumstances, local government officials to be notified within 10 days when a certificate of need application is filed for a nonresidential substitution-based treatment center for opiate addiction; allows local government officials to testify at hearing conducted by the health services and development agency related to certificate of need applications. - Amends TCA Title 68, Chapter 11, Part 16.
