Bill Title: As enacted, upon request by the commissioner of health or commissioner's designee, requires that commissioner or designee be given certain access to medical records in order to facilitate investigations and inquiries when responding to an immediate threat to public health. - Amends TCA Title 63, Chapter 1, Part 1 and Title 68, Chapter 11, Part 3.
