Bill Title: As introduced, prohibits controlled substance analogues that have substantially same chemical structure as a controlled substance or have a similar effect on the central nervous system as a controlled substance and punishes the offense the same as the controlled substance to which it is similar. - Amends TCA Title 39, Chapter 17, Part 4.
