Bill Title: As introduced, sets the maximum effective rate of interest a title pledge lender may charge at 2 percent per month; permits reimbursement for necessary expenses incurred in securing and collecting the title pledge in an amount not to exceed 4 percent of the gross amount of the title pledge. - Amends TCA Title 45, Chapter 15.
