Bill Title: As introduced, prohibits local governments from reducing the post-employment benefits of retired employees without the written consent of the employee; prohibits local governments from raising premiums for such benefit plans at a rate that exceeds the average annual rate of inflation. - Amends TCA Title 5; Title 6; Title 7; Title 8; Title 9 and Title 56.
