Bill Title: As introduced, clarifies that the department of health, through the board for licensing health care facilities, has the authority to place nursing homes on probation for noncompliance; clarifies that documentation is required to show that community-based alternatives to long-term care are not desired by an individual or the individual's legal representative prior to nursing facility admission. - Amends TCA Title 68, Chapter 11 and Title 71, Chapter 5.
