A BILL

TO AMEND CHAPTER 9, TITLE 1 OF THE 1976 CODE, RELATING TO EMERGENCY PROVISIONS REGARDING THE ADMINISTRATION OF THE GOVERNMENT, TO PROVIDE THAT INDIVIDUALS CLASSIFIED BY THE FEDERAL GOVERNMENT AS ENEMY COMBATANTS WHO ARE CURRENTLY, OR WERE PREVIOUSLY, DETAINED AT GUANTANAMO BAY ARE PROHIBITED FROM ENTERING THE TERRITORIAL BOUNDARIES OF THIS STATE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Chapter 9, Title 1 of the 1976 Code is amended by adding:

"Article 5

Section 1-9-310.    Individuals classified by the federal government as enemy combatants who are currently, or were previously, detained at Guantanamo Bay, or anywhere else, are prohibited from entering the territorial boundaries of this State."

SECTION    2.    This act takes effect upon approval by the Governor.
