A CONCURRENT RESOLUTION

TO MEMORIALIZE BANKS, CREDIT UNIONS, UTILITY PROVIDERS, AND OTHER LENDING INSTITUTIONS OPERATING IN THIS STATE TO ASSIST FEDERAL EMPLOYEES AFFECTED BY THE GOVERNMENT SHUTDOWN.

Whereas, key parts of the United States government shut down on December 22, 2018. This shutdown affects more than eight hundred thousand federal workers in nine different departments, as well as several federal agencies, including the departments of Agriculture, Commerce, Justice, Homeland Security, Housing and Urban Development, Interior, State, Transportation, and Treasury; and

Whereas, the twenty-first shutdown since the adoption of the modern congressional budgeting process in 1976, this shutdown is the longest in United States history; and

Whereas, federal employees that are considered "essential" are required to work without pay while others are furloughed or placed on temporary leave. All of these hard-working individuals are under a dark cloud of uncertainty regarding when they will receive their next paychecks; and

Whereas, many of the thousands of federal workers affected by the shutdown have expressed anxiety over not receiving their paychecks. Many federal workers are worried about not being able to pay their mortgages and bills; and

Whereas, while there are rays of hope as some banks and credit unions offer assistance to federal employees hurt by this shutdown, the South Carolina General Assembly urges others to suspend collection activities for federal employees, waive any fees for late payments, and offer assistance to those suffering as a result of the government shutdown. Now, therefore:

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, memorialize banks, credit unions, utility providers, and other lending institutions operating in this State to assist federal employees affected by the government shutdown.
