| A RESOLUTION |
| |
1 | Proclaiming the month of September 2010 as "College Savings |
2 | Month" in Pennsylvania. |
3 | WHEREAS, Pennsylvania families recognize that a college |
4 | education is one of the most important things we do to prepare |
5 | children for success in life; and |
6 | WHEREAS, The rising costs of a college education continue to |
7 | outpace inflation and, without proper planning, those costs can |
8 | jeopardize a family's ability to ensure its children have access |
9 | to higher education; and |
10 | WHEREAS, College is an investment that will pay off given |
11 | that the earnings gap between those with a high school diploma |
12 | and those with a bachelor's degree or beyond is estimated to |
13 | exceed $1 million over a lifetime; and |
14 | WHEREAS, Over the past decade, education loan volume |
15 | increased by more than 250% to more than $85 billion, and at the |
16 | end of the period, loans constituted approximately 70% of |
17 | Federal financial aid funding; and |
18 | WHEREAS, Almost two-thirds of college students graduate with |

1 | debt, and many college graduates repay large amounts of debt |
2 | long after they have completed their education; and |
3 | WHEREAS, It is in the best interest of Pennsylvania families |
4 | to save for higher education expenses so that access to |
5 | educational opportunities is enhanced for children, |
6 | grandchildren and others without the crushing burden of |
7 | education loan debt; and |
8 | WHEREAS, In accordance with Federal and State law, the |
9 | Commonwealth of Pennsylvania operates the Pennsylvania 529 |
10 | College Savings Program, with section 529 college savings plans |
11 | that offer both Federal and State tax advantages to encourage |
12 | saving for the expense of higher education and to promote |
13 | educational opportunity for all Pennsylvanians; and |
14 | WHEREAS, Since the program was created more than 17 years |
15 | ago, Pennsylvania families have opened more than 208,500 |
16 | accounts and have contributed more than $2.5 billion through the |
17 | Pennsylvania 529 College Savings Program; therefore be it |
18 | RESOLVED, That the Senate proclaim the month of September |
19 | 2010 as "College Savings Month" in Pennsylvania and recommit to |
20 | helping parents save for their children's college education. |
