A RESOLUTION

  

1

Commemorating the 20th anniversary of the signing of the act of

2

December 16, 1992 (P.L.1151, No.151), known as the Engineer,

3

Land Surveyor and Geologist Registration Law, by designating

4

December 16, 2012, as "Pennsylvania Professional Geologist

5

Day."

6

WHEREAS, This Commonwealth is blessed with an abundance of

7

naturally occurring earth resources, including groundwater,

8

petroleum oil, natural gas, coal, aggregates and minerals, and

9

the responsible development of those earth resources is of

10

primary importance to Pennsylvania's industrial base and economy

11

and to the welfare of its citizens; and

12

WHEREAS, Proper identification, evaluation and mitigation of

13

geologic hazards, such as flooding, landsliding, erosion,

14

surface subsidence, environmental contaminants and radon gas are

15

vital to the health, safety and welfare of Pennsylvania

16

citizens; and

17

WHEREAS, The practice of geology involves evaluation of earth

18

resource occurrences, description of the natural processes

acting on earth materials and evaluation of natural and man-

2

induced phenomena which may be either useful or hazardous to

3

Commonwealth citizens; and

4

WHEREAS, The Pennsylvania Council of Professional Geologists,

5

established in 1989, advocated for the advancement of statutory

6

regulation of the practice of geology in Pennsylvania and

7

proposed the creation of a licensure requirement for geologists;

8

and

9

WHEREAS, On December 16, 1992, in recognition of the need to

10

ensure responsible, competent and ethical practice of the

11

profession of geology to the benefit of the citizens of this

12

Commonwealth, the General Assembly enacted the act of December

13

16, 1992 (P.L.1151, No.151), known as the Engineer, Land

14

Surveyor and Geologist Registration Law, and thereby established

15

licensing requirements for professional geologists; and

16

WHEREAS, Due to the passage of the licensure requirements,

17

Pennsylvania's licensed professional geologists are required to

18

meet the stringent education, experience and professional

19

examination requirements established by the State Board of

20

Professional Engineers, Land Surveyors and Geologists and adhere

21

to a strict code of ethics; and 

22

WHEREAS, There are currently approximately 2,300 active

23

licensed professional geologists engaging in the practice of

24

geology in Pennsylvania; and

25

WHEREAS, Licensed professional geologists serve the public by

26

contributing knowledge, experience and integrity to exploration

27

and development of natural resources, design and construction of

28

public and private engineering projects, study and mitigation of

29

geologic hazards and environmental contamination, development of

30

technical regulations and standards and the education of future

RESOLVED, That the Senate commemorate the 20th anniversary of

3

the signing of the act of December 16, 1992 (P.L.1151, No.151),

4

known as the Engineer, Land Surveyor and Geologist Registration

5

Law, by designating December 16, 2012, as "Pennsylvania

6

Professional Geologist Day."
