| A RESOLUTION |
| |
1 | Honoring the Pennsylvania 4-H on its 100th anniversary and |
2 | observing October 7 through 13, 2012, as "National 4-H Week" |
3 | in Pennsylvania. |
4 | WHEREAS, During the late 1800's, rural youth programs became |
5 | an innovative way to introduce new agriculture technology to the |
6 | nation's communities; and |
7 | WHEREAS, One such youth program, started in 1902 in Clark |
8 | County, Ohio, is considered the first 4-H program in the United |
9 | States; and |
10 | WHEREAS, In 1912, Charles G. McBride held the first |
11 | Pennsylvania 4-H meeting in Mercer County; and |
12 | WHEREAS, Congress passed the Smith-Lever Act in 1914 creating |
13 | the Cooperative Extension System in the United States Department |
14 | of Agriculture to include work of various boys' and girls' clubs |
15 | involved with agriculture, home economics and related subjects, |
16 | effectively establishing the 4-H organization nationwide; and |

1 | WHEREAS, Today, through the Penn State Cooperative Extension, |
2 | 4-H programming is offered in all 67 Pennsylvania counties, |
3 | reaching both boys and girls ages 5 through 18 across this |
4 | Commonwealth in urban, suburban and rural communities; and |
5 | WHEREAS, More than 200,000 Pennsylvania youths are served |
6 | through traditional 4-H clubs, school enrichment, after-school |
7 | programs and camps; and |
8 | WHEREAS, 4-H has evolved from teaching agriculture and home |
9 | economics in club groups to include nutrition education, |
10 | community development, consumer education and career guidance; |
11 | and |
12 | WHEREAS, Recent findings from Tufts University's "4-H Study |
13 | of Positive Youth Development" indicate that young people in 4-H |
14 | are three times more likely to contribute to their communities |
15 | than youth not participating in 4-H; and |
16 | WHEREAS, During National 4-H Week, hundreds of thousands of |
17 | youth from all around the nation will complete a single |
18 | innovative experiment on 4-H National Youth Science Day, which |
19 | will be held Wednesday, October 10, 2012; and |
20 | WHEREAS, The 2012 National Science Experiment, 4-H Eco-Bot |
21 | Challenge, will explore how robots can be used to preserve and |
22 | protect the environment, while offering a glimpse into the |
23 | future of science, technology, engineering and math; therefore |
24 | be it |
25 | RESOLVED, That the Senate honor the Pennsylvania 4-H on |
26 | celebrating the 100th anniversary of its founding; and be it |
27 | further |
28 | RESOLVED, That the Senate observe October 7 through 13, 2012, |
29 | as "National 4-H Week" in Pennsylvania in recognition of the |
30 | organization's many contributions to the youth of this |
