A RESOLUTION

Designating April 6, 2010, as "Tartan Day" in Pennsylvania and

2

recognizing the monumental achievements and invaluable

3

contributions made by Scottish Americans to this

4

Commonwealth.

5

WHEREAS, April 6 has a special significance for all Americans

6

and especially those ten million Americans of Scottish descent,

7

because the Declaration of Arbroath, the Scottish Declaration of

8

Independence, was signed on April 6, 1320, and the American

9

Declaration of Independence, signed in Philadelphia, was modeled

10

on that inspirational document; and

11

WHEREAS, Almost half of the signatories of the Declaration of

12

Independence were of Scottish descent, the governors in nine of

13

the original 13 states were of Scottish ancestry and Scottish

14

Americans have made invaluable contributions in the fields of

15

science, technology, medicine, government, politics, economics,

16

architecture, literature and the arts; and

17

WHEREAS, April 6 has been recognized by the United States

18

Senate as National Tartan Day since 1998, by the United States

House of Representatives since 2005 and by presidential

2

proclamation since 2008; and

3

WHEREAS, The Scottish government celebrates the week

4

containing "Tartan Day" as Scotland Week with more than 70

5

political, social and cultural engagements throughout Canada and

6

the United States, including Pittsburgh; and

7

WHEREAS, The contribution of Scottish Americans is strongly

8

felt across this Commonwealth from the signers of the

9

Declaration of Independence in Philadelphia to the ongoing

10

contributions of institutions, such as Carnegie Mellon

11

University in Pittsburgh, founded by Andrew Carnegie in 1900;

12

therefore be it

13

RESOLVED, That the Senate designate April 6, 2010, as "Tartan

14

Day" in Pennsylvania; and be it further

15

RESOLVED, That the Senate extend congratulations and

16

appreciation to Pennsylvanians of Scottish heritage for their

17

contributions to this Commonwealth and that a copy of this

18

resolution be presented to the visiting Scottish Government

19

Cabinet Secretary, Mr. Michael Russell, at Carnegie Mellon

20

University on April 5, 2010, in recognition of the friendship

21

and appreciation this Commonwealth maintains with Scotland.
