A RESOLUTION

Recognizing the week of March 8 through 14, 2010, as "Workforce

2

Solutions Week" in Pennsylvania.

3

WHEREAS, Our nation is experiencing high unemployment rates

4

and a national economic recession that directly affects our

5

ability to compete in a global job market; and

6

WHEREAS, Pennsylvania's unemployment rate has averaged 7.9%

7

over the past 12 months and ranges as high as 12.8% for those

8

with lower levels of education; and

9

WHEREAS, More than half of Pennsylvania's work force lacks

10

postsecondary education and most of these workers lack the

11

skills needed in industries critical to this Commonwealth's

12

economy; and

13

WHEREAS, The employment of future workers and the re-

14

employment of displaced workers is dependent upon worker

15

education training programs that provide workers with the skills

16

needed in critical industries; and

17

WHEREAS, High school and college career and occupational

18

education are powerfully enhanced when high-performing

businesses in key industries provide input on curricula and

2

offer complementary internship, cooperative, apprenticeship and

3

other work-based learning opportunities in occupations with

4

family-sustaining careers; and

5

WHEREAS, Innovation and the spread of good management

6

practices are accelerated when Pennsylvania businesses work

7

together to identify and meet their common training and skill

8

needs; and

9

WHEREAS, Workers' ability to succeed in today's knowledge-

10

based, global economy is enhanced when employers invest in their

11

skills and when businesses develop skill certifications

12

recognized industrywide and articulated with college credit; and

13

WHEREAS, The ability of low-income workers to have a real

14

chance at pathways out of poverty requires trainers and other

15

work force service providers to have firsthand knowledge of

16

employers' skill needs and how workers can be supported to meet

17

those standards; and

18

WHEREAS, Pennsylvania is proactively addressing critical

19

skills issues in the State's key industry sectors through its

20

Industry Partnerships Strategy, which brings employers together

21

to identify and address common training needs, assist educators

22

and trainers in aligning curricula and services to employer

23

needs and by offering work-based learning opportunities, spark

24

innovative efforts to address organizational, management and

25

human resource challenges and develop new certifications and

26

industrywide career ladders; and

27

WHEREAS, Private foundations and the United Way have joined

28

forces with the Commonwealth through funding collaboratives with

29

matching funds from the National Fund for Workforce Solutions,

30

which provide additional funding for Industry Partnerships,

ensuring that lower-skilled workers have the training and

2

support they need to enter and succeed in the work force; and

3

WHEREAS, Pennsylvania community colleges, community-based

4

organizations and employers are participating in national

5

initiatives such as "Breaking Through" and "Connecting Literacy

6

and Work," which help low-literacy adults gain the education and

7

training they need to succeed in the work force; and

8

WHEREAS, Pennsylvania is included in the nationally renowned

9

"Jobs to Careers" project, which is helping frontline health

10

care workers gain the skills and credential opportunities they

11

need to advance their careers, while simultaneously helping

12

employers retain a talented work force; and

13

WHEREAS, From March 8 through 14, 2010, Workforce Solutions

14

Week will be a nationwide celebration bringing together workers,

15

employers, public officials and leaders from business and

16

education to honor and highlight innovative approaches in

17

building the nation's frontline work force; therefore be it

18

RESOLVED, That the Senate recognize the week of March 8

19

through 14, 2010, as "Workforce Solutions Week" in Pennsylvania.
