AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

Statutes, further providing for the issuance of

3

identification cards.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Section 1510(b) of Title 75 of the Pennsylvania

7

Consolidated Statutes, amended November 26, 2008 (P.L.1658,

8

No.133), is amended to read:

9

§ 1510.  Issuance and content of driver's license.

(b)  Identification card.--The department shall, upon payment

12

of the required fee, issue an identification card to any person

13

[ten years] one year of age or older who has made application

14

therefor in such manner as the department shall prescribe or

15

whose driver's license has been surrendered to the department

16

because of a suspension or revocation of an operating privilege

17

under this or any other title. Program participants in the

18

Address Confidentiality Program under 23 Pa.C.S. Ch. 67 may use

a substitute address designated by the Office of Victim Advocate

2

as their address. Except as provided in subsection (j), the

3

identification card shall have substantially the same content as

4

a driver's license but shall clearly indicate that it is not a

5

driver's license. Upon failure of any person to pass any

6

examination required under section 1514 (relating to expiration

7

and renewal of drivers' licenses), the department shall, where

8

appropriate, issue a complimentary identification card as an

9

expression of gratitude for years of safe driving. The card

10

shall only be issued upon receipt of the person's driver's

11

license.

Section 2.  This act shall take effect November 29, 2009.
