A RESOLUTION

Recognizing the month of November 2012 as "Child Identity Theft

2

Awareness Month" in Pennsylvania.

3

WHEREAS, According to the United States Postal Inspection

4

Service, identity theft is America's fastest growing crime; and

5

WHEREAS, According to the United States Postal Inspection

6

Service, 9.9 million Americans were victims of identity theft in

7

2011; and

8

WHEREAS, According to the United States Postal Inspection

9

Service, losses incurred by Americans victimized by identity

10

theft totaled approximately $5 billion in 2011; and

11

WHEREAS, The Federal Trade Commission testified before

12

Congress that child identity theft is especially pernicious

13

because the theft may not be detected until the child becomes an

14

adult and seeks employment or applies for a student or car loan;

15

and

16

WHEREAS, According to the Federal Trade Commission, an

identity thief may steal a child's personal identifying

2

information to get a job, government benefits, medical care,

3

utilities, car loans or a mortgage; and

4

WHEREAS, The Utah Office of the Attorney General has

5

instituted the Child Identity Protection program, a program to

6

help prevent identity thieves from using the personal

7

identifying information of children 16 years of age and under;

8

and

9

WHEREAS, Pennsylvania children and their parents may benefit

10

from similar protections afforded to children in Utah; therefore

11

be it

12

RESOLVED, That the House of Representatives recognize the

13

month of November 2012 as "Child Identity Theft Awareness Month"

14

in Pennsylvania.
