A RESOLUTION

Designating July 7, 2010, as "Military Service-Related Brain

2

Injury and Post-Traumatic Stress Disorder Awareness Day" in

3

Pennsylvania.

4

WHEREAS, More than 1.5 million United States military

5

personnel have deployed to Iraq or Afghanistan since the start

6

of military operations in 2001, and military statistics show

7

that at least 115,000 troops have suffered brain injuries

8

related to IED explosions since the Iraq and Afghanistan wars

9

began; and

10

WHEREAS, Brain injury has been labeled a signature injury of

11

the wars in Iraq and Afghanistan and brain injuries occurring

12

among soldiers deployed to Iraq and Afghanistan are strongly

13

associated with post-traumatic stress disorder and physical

14

health problems after soldiers return home; and

15

WHEREAS, Concern has been emerging about the possible long-

16

term effects of deployment-related brain injuries. Significant

17

numbers of undiagnosed injuries and the failure by medical

18

personnel to include such information in soldiers' permanent

medical files has been identified as serious in studies prepared

2

by medical and army experts; and

3

WHEREAS, Without diagnosis and official documentation,

4

soldiers with head wounds have struggled to receive appropriate

5

treatment, sometimes receiving psychotropic drugs instead of

6

rehabilitative therapy that could help retrain their brains; and

7

WHEREAS, The Defense Brain Injury Center (DBIC) in Johnstown

8

has been assisting returning veterans with rehabilitative

9

therapy since 2006; and

10

WHEREAS, In January 2009, Congress mandated DBIC to establish

11

an assisted living pilot program to determine the best practices

12

to rehabilitate soldiers with mild, moderate or severe traumatic

13

brain injuries to enable them to return to their own

14

communities, therefore be it

15

RESOLVED, That the House of Representatives designate July 7,

16

2010, as "Military Service-Related Brain Injury and Post-

17

Traumatic Stress Disorder Awareness Day" in Pennsylvania to

18

promote public understanding and encourage all citizens to help

19

bind the wounds of our returning soldiers.
