| A RESOLUTION |
| |
1 | Designating the week of March 14 through 20, 2010, as "Weather |
2 | Emergency Preparedness Week" in Pennsylvania. |
3 | WHEREAS, Each year natural disasters threaten the lives and |
4 | property of Pennsylvanians; and |
5 | WHEREAS, In 1996, six federally declared disasters created |
6 | very serious threats to public health and safety, and recovery |
7 | had strained State, county and municipal resources; and |
8 | WHEREAS, In 1998, severe tornadoes caused extensive loss and |
9 | damage to private and public property and resulted in a Federal |
10 | disaster declaration for this Commonwealth; and |
11 | WHEREAS, In 1999, Hurricanes Floyd and Dennis caused |
12 | extensive flooding in 15 Pennsylvania counties; and |
13 | WHEREAS, In 2004, Tropical Depression Ivan caused extensive |
14 | flooding which affected more than 50 Pennsylvania counties, and |
15 | an F-3 tornado ripped through Campbelltown, Lebanon County, |

1 | where 35 houses were completely destroyed, 37 houses sustained |
2 | major damage and another 50 houses were significantly affected; |
3 | and |
4 | WHEREAS, In 2005, Hurricanes Katrina and Rita ravaged several |
5 | regions of the Gulf Coast States, and the Commonwealth mobilized |
6 | a number of resources to assist rescue and recovery efforts; and |
7 | WHEREAS, Hurricane Katrina caused isolated damage in Adams, |
8 | Armstrong and York Counties; and |
9 | WHEREAS, Of the range of natural disasters that can occur |
10 | across this Commonwealth, flooding is the most common; and |
11 | WHEREAS, Due in part to mountainous terrain and the nation- |
12 | leading 45,000-mile network of rivers, creeks and streams, |
13 | Pennsylvania is recognized as one of the most flood-prone |
14 | states; and |
15 | WHEREAS, In 2007, the Valentine's Day storm caused several |
16 | interstate highways to be closed due to extensive snow and ice, |
17 | resulting in the Commonwealth's mobilizing a number of resources |
18 | to assist stranded motorists along closed interstates; and |
19 | WHEREAS, In 2010, severe winter weather caused record |
20 | snowfall totals across Pennsylvania and a Statewide disaster |
21 | emergency was declared, causing the Commonwealth to mobilize a |
22 | number of resources to respond to the severity of the storms; |
23 | and |
24 | WHEREAS, It is the responsibility of the Pennsylvania |
25 | Emergency Management Council to help State, county and municipal |
26 | governments prepare for and respond to these disasters; and |
27 | WHEREAS, Annually the Pennsylvania Emergency Management |
28 | Agency, with county emergency management officials and the |
29 | National Weather Service, administers a week-long weather |
30 | emergency preparedness program to alert citizens and elected |

1 | officials to severe weather-related dangers; and |
2 | WHEREAS, In addition to educational and public information |
3 | programs, a three-day Statewide exercise provides county and |
4 | local emergency personnel, schools, hospitals, nursing homes and |
5 | day-care centers the opportunity to test their emergency |
6 | response plans and procedures; and |
7 | WHEREAS, The Emergency Alert System, which provides an |
8 | essential communications link between government and citizens |
9 | during an emergency, is tested Statewide through more than 400 |
10 | radio and television stations as part of the week-long weather |
11 | emergency preparedness program; therefore be it |
12 | RESOLVED, That the House of Representatives designate the |
13 | week of March 14 through 20, 2010, as "Weather Emergency |
14 | Preparedness Week" in Pennsylvania. |
