| A RESOLUTION |
| |
1 | Ratifying the designation of Valley Forge Military College as |
2 | the Official Military College of Pennsylvania, endorsing and |
3 | encouraging participation in the Valley Forge Military |
4 | College Legislative Appointment Initiative Program. |
5 | WHEREAS, The Valley Forge Military College Legislative |
6 | Appointment Initiative Program (Initiative Program) serves to |
7 | identify young men and women who possess or have demonstrated |
8 | the highest physical, intellectual, moral and leadership |
9 | potential and service-to-country-orientation and who have an |
10 | interest in attending the two-year, postsecondary educational |
11 | institution at Valley Forge Military College, the "Official |
12 | Military College of Pennsylvania" and to help facilitate their |
13 | receipt of financial assistance to attend the college; and |
14 | WHEREAS, The Initiative Program may be used to complement the |

1 | Reserve Officers' Training Corps (ROTC) and the Early |
2 | Commissioning Program (ECP), and students who are accepted into |
3 | the ECP at Valley Forge Military College are commissioned as |
4 | officers in the United States Army upon graduation and are also |
5 | awarded a scholarship and earnings; and |
6 | WHEREAS, Financial allowances and an $8,500 scholarship under |
7 | the Initiative Program can provide a student with a cost-free |
8 | postsecondary education; and |
9 | WHEREAS, This program is open to all men and women, |
10 | regardless of race, creed, ethnicity or nationality, who are |
11 | legal residents of this Commonwealth, who have successfully |
12 | completed and graduated from a secondary school and who are |
13 | believed to possess the intellectual, moral and leadership |
14 | potential and the skills or accomplishments to successfully |
15 | matriculate at the Official Military College of Pennsylvania or |
16 | who otherwise meet the academic, intellectual, moral and |
17 | physical eligibility standards of the college; and |
18 | WHEREAS, Each individual appointed who meets the minimum |
19 | standard guidelines set each year by Valley Forge Military |
20 | College is guaranteed acceptance into the Valley Forge Military |
21 | College and is academically eligible for an ECP scholarship and |
22 | admission into the ECP; and |
23 | WHEREAS, Each representative will be authorized to establish |
24 | a committee to select a legislative appointee to the freshman |
25 | class each year, and each legislative appointee will receive an |
26 | Initiative Program scholarship for each year of their two years |
27 | of attendance at Valley Forge Military College; and |
28 | WHEREAS, Valley Forge Military College will fund and provide |
29 | the Initiative Program scholarship to each legislative |
30 | appointee, and each legislative appointee is guaranteed |

1 | acceptance to Valley Forge Military College and to receipt of |
2 | the Initiative Program scholarship; and |
3 | WHEREAS, Accepted students will officially be placed into |
4 | nomination for an ROTC scholarship; and |
5 | WHEREAS, The legislative appointee is not required to enter |
6 | the ROTC or the ECP but, by doing so, can become a commissioned |
7 | officer in the United States Army upon graduation from Valley |
8 | Forge Military College and essentially have a 100% scholarship |
9 | to Valley Forge Military College; and |
10 | WHEREAS, Upon admission, each legislative appointee will be |
11 | required to take the oath of allegiance administered by Valley |
12 | Forge Military College to support and defend the Constitution of |
13 | the United States and of the Commonwealth; and |
14 | WHEREAS, Upon acceptance, a certificate will be issued by |
15 | Valley Forge Military College evidencing the legislative |
16 | appointment and the member of the House of Representatives |
17 | whose committee selected the appointee; therefore be it |
18 | RESOLVED, That the House of Representatives endorse and |
19 | support the Valley Forge Military College Legislative |
20 | Appointment Initiative Program; and be it further |
21 | RESOLVED, That the Committee on Ethics of the House of |
22 | Representatives develop guidelines to govern local selection |
23 | committees to help ensure that the selection committees and |
24 | legislative appointments do not create any conflicts of interest |
25 | or otherwise violate 65 Pa.C.S. Ch. 11 (relating to ethics |
26 | standards and financial disclosure) or the act of July 10, 1968 |
27 | (P.L.316, No.154), known as the Legislative Code of Ethics; and |
28 | be it further |
29 | RESOLVED, That members of the House of Representatives be |
30 | encouraged to establish local selection committees to identify |

1 | and select applicants for appointment in accordance with the |
2 | guidelines developed pursuant to this resolution; and be it |
3 | further |
4 | RESOLVED, That the designation of Valley Forge Military |
5 | College, located in Wayne, Pennsylvania, be ratified and that |
6 | the college be again designated as the "Official Military |
7 | College of Pennsylvania." |
