A RESOLUTION

Encouraging the National Fire Protection Association to consider

2

economic impact, to include additional active firefighters

3

and to allow for more fire department input.

4

WHEREAS, Volunteer emergency services organizations are

5

experiencing ever-increasing financial burdens; and

6

WHEREAS, The increasing financial burden and costs are having

7

an adverse and serious negative impact upon maintaining and

8

providing adequate emergency services response capabilities for

9

communities across this Commonwealth; and

10

WHEREAS, Volunteer emergency services organizations can no

11

longer realistically afford to be expected to exist and provide

12

services at financial losses; and

13

WHEREAS, The emergency services in this Commonwealth are

14

being tasked to provide even greater levels of service with very

15

limited resources; and

16

WHEREAS, The National Fire Protection Association provides

17

uniform standards for firefighting equipment and apparatus; and

WHEREAS, The association last updated these standards on

2

January 1, 2009; and

3

WHEREAS, Many of the updated standards that have been

4

implemented have increased the cost that Pennsylvania's fire

5

companies have to bear; and

6

WHEREAS, Some of the additional standards for apparatus

7

include a black box recorder as well as an electronic vehicle

8

stability control device; and

9

WHEREAS, The association has produced a Pennsylvania Fire

10

Needs Assessment report in 2001, 2005 and 2011, highlighting the

11

needs which remain in Pennsylvania's fire departments, such as

12

the existing shortfalls for self-contained breathing apparatus,

13

personal protective equipment, training and fire stations and

14

apparatus; and

15

WHEREAS, Recognizing these continuing needs should cause the

16

association to strongly consider the economic impact their

17

proposed changes may have on the firefighting community;

18

therefore be it

19

RESOLVED, That the House of Representatives encourage the

20

National Fire Protection Association to strongly consider the

21

economic impact of the changes in the Pennsylvania Fire Needs

22

Assessment report of 2011, or any proposed changes to

23

firefighting equipment and apparatus standards; and be it

24

further

25

RESOLVED, That the House of Representatives encourage the

26

association to include additional active firefighters on the

27

association's various committees and its board of directors; and

28

be it further

29

RESOLVED, That the House of Representatives encourage the

30

association to allow for more input from fire departments from

across the United States, especially rural fire departments; and

be it further

RESOLVED, That a copy of this resolution be transmitted to

4

the National Fire Protection Association at 1 Batterymarch Park,

5

Quincy, Massachusetts 02169-7471.
