| A RESOLUTION |
| |
1 | Amending House Rule 10, further providing for debate. |
2 | RESOLVED, That Rule 10 of the General Operating Rules of the |
3 | House of Representatives be amended to read: |
4 | RULE 10 |
5 | Debate |
6 | When a member desires to address the House, the member shall |
7 | rise and respectfully address the Speaker. Upon being |
8 | recognized, the member may speak, and shall be confined to the |
9 | question under consideration and avoiding personal reflections. |
10 | When two or more members rise at the same time and ask for |
11 | recognition, the Speaker shall designate the member who is |
12 | entitled to the floor. |
13 | No member, except the Majority and Minority Leaders, may |
14 | speak more than twice on any question, without the consent of |
15 | the House. |
16 | With the unanimous consent of the House a member may make a |
17 | statement not exceeding ten minutes in length concerning a |
18 | subject or matter not pending before the House for |

1 | consideration, providing the Majority and Minority Leaders have |
2 | agreed on a time the member is to ask for recognition. A member |
3 | who objects to unanimous consent shall rise for the purpose of |
4 | stating the objection. Upon being recognized, the objecting |
5 | member may state the objection. After the objection has been |
6 | stated, the member speaking under unanimous consent shall |
7 | immediately cease speaking. |
8 | RESOLVED, That this amendment shall take effect immediately. |
