| A RESOLUTION |
| |
1 | Urging Congress to disapprove any plan to create premium support |
2 | payments to purchase private health insurance and oppose any |
3 | proposal to place Medicare into allotments or block grants. |
4 | WHEREAS, The Congressional Budget Office finds that premium |
5 | support payments have higher administrative costs and are more |
6 | subject to inflationary pressures than Medicare; and |
7 | WHEREAS, The Congressional Budget Office estimates costs to |
8 | premium support payment enrollees versus Medicare would find |
9 | premium support program becoming increasingly costly over time, |
10 | reaching double the costs to enrollees by 2022; and |
11 | WHEREAS, Many enrolling in premium support payments would |
12 | later find them unaffordable and would thus be without health |
13 | insurance; and |
14 | WHEREAS, Placing Medicare into allotments or block grants may |
15 | lead to states being unable to pay for health care as the need |
16 | for health care increases during the block grant period; and |
17 | WHEREAS, The Kaiser Family Foundation projects that the costs |
18 | of premium support payments and reduced funds through placing |

1 | Medicare into allotments or block grants could displace as many |
2 | as 44 million from Medicare or any health insurance; and |
3 | WHEREAS, Under premium support payments, Medicare would |
4 | probably have a higher percent of higher-risk patients as |
5 | healthier patients opting out of Medicare; and |
6 | WHEREAS, The loss of premium support enrollees would increase |
7 | the costs to those remaining in Medicare; and |
8 | WHEREAS, The historic success of Medicare in allowing low- |
9 | income people access to health care would be diminished by |
10 | premium support payments; therefore be it |
11 | RESOLVED, That the House of Representatives urge Congress to |
12 | disapprove any plan to create premium support payments for |
13 | purchasing private health insurance instead of qualifying for |
14 | Medicare as this will lead to fewer Americans being able to |
15 | obtain health insurance; and be it further |
16 | RESOLVED, That Congress oppose any proposal to place Medicare |
17 | into allotments or block grants that would create insufficient |
18 | funds to pay health care costs of Medicare patients; and be it |
19 | further |
20 | RESOLVED, That copies of this resolution be transmitted to |
21 | each member of Congress from Pennsylvania. |
