A CONCURRENT RESOLUTION

Directing the Legislative Budget and Finance Committee to

conduct a study of the State Employees' Retirement System and

3

the Public School Employees' Retirement System and to make

4

recommendations directed at ensuring solvency of each pension

5

system and at limiting excessive tax increases on State and

6

local taxpayers.

RESOLVED (the Senate concurring), That the General Assembly,

8

in response to the recommendations made by the 2005 Commonwealth

9

of Pennsylvania Governor's Report, Retiring Pennsylvania's

10

Pension Challenge: Eliminating the 2012-2013 Rate Spike and in

11

response to the current economic hardship throughout the

12

Commonwealth, direct the Legislative Budget and Finance

13

Committee to conduct a study of the State Employee's Retirement

14

System and the Public School Employees' Retirement System; and

15

be it further

16

RESOLVED, That the Legislative Budget and Finance Committee

17

include within the study:

 


1

(1)  An analysis of the current funding sources for the

2

pension systems.

3

(2)  Recommended changes that would help ensure solvency

4

of the pension systems.

5

(3)  Recommended measures for funding the pension

6

systems.

7

(4)  Recommended measures to ensure the limitation of

8

taxation for the purpose of funding the pension systems;

9

and be it further

10

RESOLVED, That the Legislative Budget and Finance Committee

11

report to the General Assembly the results of its study and its

12

recommendations and file the report with the Secretary of the

13

Senate and the Chief Clerk of the House of Representatives

14

within six months of the adoption of this concurrent resolution.
