A RESOLUTION

Urging the Governor to participate in the Regional Greenhouse

Gas Initiative and sign the Memorandum of Understanding,

3

which will allow the Commonwealth to join its neighbors in

4

addressing the challenge of climate change while increasing

5

energy efficiency investments and stimulating emerging clean

6

energy technology markets.

WHEREAS, On December 20, 2005, seven states announced an

8

agreement to implement the Regional Greenhouse Gas Initiative;

9

and

10

WHEREAS, This initiative was outlined in a Memorandum of

11

Understanding signed by the Governors of the participating

12

states; and

13

WHEREAS, The states which agreed to sign the Memorandum of

14

Understanding are Connecticut, Delaware, Maine, New Hampshire,

15

New Jersey, New York and Vermont; and

16

WHEREAS, The Memorandum of Understanding outlines the program

17

in detail, including the framework for a Model Rule; and

18

WHEREAS, The Model Rule will better address the challenge of

19

climate change while increasing energy efficiency investments

and stimulating emerging clean energy technology markets in this

2

Commonwealth; therefore be it

3

RESOLVED, That the House of Representatives urge the Governor

4

to participate in the Regional Greenhouse Gas Initiative and

5

sign the Memorandum of Understanding.
